Report: Man Accused of Selling Insurance Without License

The owner of a Georgia tax preparation business was charged with 23 counts of insurance fraud and two counts of deceptive practices for allegedly selling workers’ compensation insurance without being licensed to do so, according to a report by television station WALB in Albany.

The Enforcement Division of the Georgia State Board of Workers’ Compensation said it received information that Emmanuel Torres, 34, was acting as an insurance agent and certified public accountant. Torres, who reportedly operated as “Dr. Taxes” out of an office in Moultrie, was never issued an insurance agency or CPA license.

The division alleges that Torres stole “hundreds of thousands of dollars from victims who were under the impression they had workers’ compensation insurance coverage.”

Torres was arrested on Aug. 26.
